Next Wednesday, myself, Cllr Carwyn Thomas and Cllr Martin O'Neill will present a motion to kick start the project at Underhill. Over the past few years Mumbles Community Association have achieved a remarkable amount with the lease secured on the park for 125 years from Swansea Council and planning permission for changing room block, pavillion refurbishment, community building and all weather pitch (images below).
MCA have been successful to a degree with obtaining financial commitment in principle from the FAW, WRU, a live application to the lottery for the community building aspect has been accepted into the second phase and local business such as Joe's Ice cream and Dawsons Estate Agents have also pledged funds. As great as this is, it is still not enough to deliver the project and to do the project in stages would cost considerably more and take many years longer.
In light of the information above, we are putting forward a motion for Mumbles Community Council to underwrite up to £1.2M to deliver this scheme. Underhill was one of the key projects identified in the community plan and consultation that 'The Urban Foundry' carried out for MCC. And following the consultation and public meetings carried out by MCA we hope this proposal can finally become a reality.
This is a shovel ready project with planning and lease in place. The funding for this project will be made up of three elements, funds already allocated, virement and a loan (loan subject to approval from Welsh Government). We see no reason to put up the precept (council tax for community council) and are confident that the 10 year loan can be serviced within the current budget.I hope you the community share our passion for this project.
