Mumbles Community Council Salary: NJC Grade 7, SCP 30–34 (£39,513 – £43,699 per annum)
Hours: Full-time (flexible hours including evenings and weekends)
Contract Type: Permanent after a three-month probationary period.
Reporting to: Chief Officer of the Council
SUMMARY: Mumbles Community Council is seeking an efficient, organised person to undertake the role of Community Facilities Manager, overseeing the day-to-day management, maintenance, and development of the Underhill Hub and associated community facilities. The role ensures that all buildings and grounds are safe, welcoming, and well-maintained, supporting a wide range of community activities and services.
KEY RESPONSIBILITIES:
• Manage the operational delivery of all facilities at the Underhill Hub, including sports pitches, changing rooms, public toilets, and event spaces.
• Lead on health and safety compliance, risk assessments, and statutory inspections.
• Supervise caretaking and cleaning staff, contractors, and volunteers.
• Develop and implement maintenance schedules and improvement plans.
• Manage bookings, liaise with hirers, and ensure excellent customer service.
• Monitor budgets and expenditure related to facilities and maintenance.
• Support community events and activities hosted at the Hub.
• Ensure sustainability and environmental standards are met.
• Act as the main point of contact for tenants and service users.

• Ensure that the Ground Person delivers maintenance and improvement plans on time.

PERSONAL SPECIFICATION:
Essential: • Proven experience in facilities or property management, ideally in a community or public sector setting.
• Strong understanding of health and safety legislation and building compliance.
• Excellent organisational and communication skills.
• Experience managing staff and contractors.
• Ability to work flexibly, including evenings and weekends.
• IT literacy (Microsoft Office, booking systems, etc.).
• Full UK driving licence or ability to travel locally.
Desirable:
• IWFM Level 4 or 5 in Facilities Management (or equivalent).
• First Aid at Work certification.
• Welsh language skills.
• Experience working with local councils or community organisations.
• Knowledge of sustainability practices in facilities management.
